If you have the knowledge and time to set your own parameters the D90 offers more flexibility. If you just want to point and shoot and have less stringent image requirements the L100 will do fine.

When in the normal shooting mode, look for a button with a (+-) symbol on the right side of the circular control panel. Press this button to adjust your exposure setting and make sure you press "ok" to confirm the new exposure setting. Putting it all the way towards the top at 2, is setting it at it's longest exposure time. Unfortunately i haven't found a way to make it expose any longer than 2 seconds, but this is how you set the camera up for a long exposure.
