In most libraries, overdue fines and lost book charges go right back into the collection for new purchases and repairs. Librarians and library staff have salaries which are determined by the budget of their governing body, whether that is a university system or a town council. This is why many public libraries have closed over recent years, as their towns or cities withdrew funding and it was impossible to keep them open.
