The textures that the game uses, don't have to be compressed and packed on a blu ray disk, thus, the console doesn't have to do any computing work to decompress the textures, the XBOX360 on the other hand has to compress all the textures on certain games, because the HD-DVD doesn't have the capacity to carry all uncompressed textures. And therefore, with its compressed textures, it has to sacrifice from its already low computing power to decompress the textures.

The reason why most of the games until now have been equal or better for the XBOX360 in terms of graphics, is because the PS3 uses a very sophisticated and complicated CPU structure, which would require a lot more work to utilize all the power.

Since the XBOX360 uses a "regular desktop CPU" (if I remember correctly a 3-core CPU), programmers have preferred to develop the games utilizing regular programming style, making it not very compatible for the PS3, this is where the developers would cut the graphics on the PS3, because there is no time to reprogram almost everything just that it runs smooth on the PS3.

Now however, the XBOX360 has reached its limit in power, and developers have started to do it the other way, program the games for the rather special PS3 CPU, utilizing all the power it has to offer, making games look very good.
