This question can't be answered just by giving a number...
(Apps have not one file size, it can vary from 1mb to hundreds of megabytes... )
An iPad with 16gb can carry a lot of stuff... It will take a moment to fill it with photos and music and apps...
But the only problem could be movies ! Movies are really large files ! One movie can easily take 1 gb of free disk space. So 16 movies and your memory is full.

mmm pictures just like music, videos and apps take space on the hard disk. maybe your apps or videos/music have filled the memory, try deleting some apps you dont really use to free some space
