Completely subjective question. It all depends on your natural talent and the amount of time you have to offer to learn. In most instances, an apprentice serves at least a year under a tattoo artist before they are told that they are ready and can start to really become a "tattoo artist".
There are very few "schools" that offer tattooing as a course. It is for this reason that almost all tattoo artists are either self taught or more commonly, have served an apprenticeship under a tattoo artist and learned that way. Most apprenticeships take about a year of learning, reading, practicing, and perfecting all aspects of tattooing, tattoo application, and history before you are ready to be an artist yourself. Lesser shops will churn out apprentices in a few months, but the quality of these shops and the work that they and their "artists" do speaks for itself.

The typical apprenticeship lasts for at least 1-2 years. Having said that, how do you expect a classroom full of students to learn in 2 weeks what a single student takes years to learn in a hands-on environment?

An artist can do very well without even completing high school. However, to be competitive in the marketplace and to have confidence in employment, most artist's study for at least 4 years after completing high school.
I know multiple people with tattoos and no. I do not think they puss ink. You should probably go to the tattoo artist and question him, or go to the doctor.

It depends how big the tattoo you are wanting to get is. Small tattoos probably range from $75-$100, and bigger tattoos from $300+. Any tattoo artist can give you an estimate for free if you bring in a picture of what you want.
