To come up with the calculation yourself you need to do some math. First you tulle strip length need to be 2x the length you desire plus 1 inch to accomadate the elastic. Second how many colours you want to include. Also you need to take into account how many layers you want. If your buy your tulle in 54 inch width than cut them in lengths of 31 to 33 inches from that you will get nine strips each.
Here's how to make a tutu: Step 1: buy some elastic and tulle, elastic: (your waist's lengh) tulle: About 1,5m by 30cm per layer.. you'll need about 3 or 4 layers. Step 2: Take a long peice of thread on a needle (A bit longer than your waist's lengh), then take one piece of tulle and tread it on, but tread it every 5cm, almost like a curtain and do this to each piece. Step 3: sew the elastic together to make a waistband Step 4: Sew layer by layer on the edge of the tulle to the elastic (Use a machine)
