In my 93 Toyota pickup with a v6 4x4 it takes 5 quarts to change the transmission fluid. That's by draining it with the plug in the pan. If it was completely dry, like it was new, I would think about 8 to 10 quarts.

Try replacing the vehicle speed sensor (VSS). It's held in place on the side of the transmission by a single bolt and it has a single electrical connection. I had the same problem, and this cleared it up instantly!
