I don't think that this is supposed to be a maintenance item. I would guess you change them when they start leaking. On my friend's 2003 G35 sport coupe we were about to replace the spark plugs and we found a leaking spark plug tube seal:

If you have any reason to remove the valve cover, and replace the gasket, you might as well go ahead and replace the seals. The gasket set should include new seals, as well as special washers for the cover retaining screws. (About $30.00 for a set.) There are little tabs on the thin sheet steel plate, inside the valve cover. You have to bend the tabs out of the way, before knocking out the old seals. A screwdriver and mallet should do the trick, but take care not to scratch the bore (the sides of the hole in which the seal fits). It will be nice if you can press the new seals in, instead of knocking them in. Bend the little tabs back, and you are ready to go.
Remove the spark plug wire from your 2001 Mercury Grand Marquis. Remove the spark plug with a 5/8 deep well socket, white turning it to the left. Reverse the process to put in the new spark plug.
Changing spark plugs is relatively easy. Disconnect the batter and spark plug cables, and remove the old spark plugs. Next replace the spark plugs with new ones, reconnect the spark plug cables and battery.

If it is a 3.2 V6, it's the spark plug tube seals.

The seal on the top of the plug tubes are leaking. You need to change the valve cover gasket and plug tube seals.
To change the spark plugs in a Chevy Celebrity: 1. Give the spark plug boot a twist to free it up from the spark plug, then pull on the boot to remove the spark plug wire from the spark plug. 2. Use a 5/8" spark plug socket with an extension and ratchet or breaker bar to loosen then remove the spark plug. 3. Set the gap on the new plug to .045" then screw it back into the spark plug hole in the head. Tighten the spark plug and replace the spark plug wire. I change the spark plugs one at a time to keep from getting the spark plug wires on the wrong spark plug.
Under the valve cover there are seals on top of the plug tubes, you will need to replace the valve cover gasket and plug tube seals.
