That depends on the Secretary and the President, Obama meets with his cabinet weekly and the meetings are increased when needed.
In the United States it is the President's job to determine how often the cabinet meet. The President also determines when they will meet.
There is no set schedule for full cabinet meetings and the cabinet has become so large that full meetings are not likely to be very productive. Obama does not call a cabinet meeting very often. Individual secretaries meet with the president as is needed or when called in by the president.
I don't think money is a factor. It is about who you are to the president and why the president should meet with you.
The meat department is where the two shoppers would often meet. He cooked some meat for the family dinner, then left to meet his son's plane at the airport.
If you meet him, the only polite address is Mr. President or President ____. However, in talking about the president, he is often called by just his last name , initials or a nickname and I see nothing at all impolite at that.

Each president is allowed to appoint members of his "cabinet"-- there are fifteen members currently, and they hold the title of "secretary." Their job is to handle specialized roles in the government, overseeing policy in such areas as the state department, the department of labor, education, defense, commerce, agriculture, health and human services, and transportation. They meet with the president whenever he convenes a cabinet meeting, and they make sure that problems related to their department are being addressed. For example, the Secretary of State represents the US all over the world, negotiating and engaging in diplomatic discussions with leaders of foreign countries on behalf of the president; the Secretary of Defense oversees the military-- the Army, Marine Corps, Navy, and Air Force, and at times, the Coast Guard, advising the president on matters related to strategic decisions like troop levels, where troops will be assigned, etc.
Yes, they do get to meet the President.
The group of advisers that meet with the US president are collectively called the cabinet.
Customarily, foreign officials who rate a Presidential reception are greeted at the White House.
