You can obtain a provisional licence and even take your test on your 17th birthday. Once you have passed your test you are legally permitted to drive on a public road on your own.
It is more difficult to do this now you have to take a written test as well. You would have to learn car control on private roads, then take your written and car control test on the same day.
My twins were 17 on December 11th but only one wishes to learn to drive at the moment. The other one knows Mum's taxi is better and cheaper for him.

You have to be 17 to drive on public roads and you have to have a provisional licence. With the provisional licence you must be accompanied by a person with a full UK driving licence that is over 21 AND has had their full licence for at least 3 years. You must also be insured to drive the car. You can drive on private land before you are 17 but Im not sure what the minimum age is for that.

You can drive a Moped (motorcycle of under 50cc) at aged 16
A Motorcycle (50cc to 125cc) at 17 (as a learner)
You can drive a car at 17, but can't take your test until you are 18 (I believe)
