Well a little common sense needs to be used. See here's the deal with minors, they are still growing and developing. With tattoos this can be an issue for the skin, with piercings it's an over all issue with body development. I would recommend against stretching any piercings until the individual is 18 ~ 19 years old, at this point the development is almost complete except for muscle development and skull development ( the skull plates don't knit until your early to mid 30's ).
You don't want to get too carried away with stretching or tattoos because one doesn't know what life has to offer yet. Last thing you want to do is start shooting your self in the foot before you even get out of the gate. Keeping tattoos and piercing down to a level where they can be concealed is a good way to go and a wise decission.
Parents need to talk to there kids and be sure the kids are using developing the common sense to make good decisions. Research what they want and where to get it and always keep a sense of balance in play when deciding what's best.
