I assume you're talking about child seats- rather by age it is by height and weight. Infant and toddler need to remain rear-facing as long as possible about 30-35 lbs and one inch from shell. Toddlers then should be forward facing in a 5-pt harness to at least 40 lbs or their shoulders are above the top slots or ears are atop seat shell, then a child can move to a extended harness (safer) or to a booster to 4'9 from 80-100 lbs. But every person needs to be buckled the car.

well you do have to be 12 but some are younger

Another View: Without knowing the state being asked about there is no way to answer this question with a generalized answer. The laws differ in virtually all states. Some use the child age, others use the child's weight and height, still others use the height and weight and age of the child.

The answer is NOT based on AGE but height AND weight of the child. Some smaller children will be in the child-seat longer than maybe a "bigger" child. Check with your local state laws. Most states are 55 pounds and/or 40 inches.

regularly 8 years old, or eighty pounds (80 lbs)whichever comes last (example) if you are eight, but 70 lbs, you have to be eighty lbs

It's not age, it's height and weight. I thinks it's 80lbs and 100cm. But I would check on-line just to be certain.
