For the port on the server side, "well-known port numbers" are often used. For example, to communicate via http, port 80 is used as a standard. However, it is also possible to use non-standard ports.

For the client side, in many cases "dynamic numbers" are used - that is, one connection may use port number 1024, another may use port number 1025, the next 1026, etc. - or some other, more or less arbitrary, number in the valid range (up to about 65,000). The only requirement is that the port number be as yet unused - and I suspect that different implementations of TCP/IP might use different methods for assigning the dynamic numbers.
