probably glued down & the adhesive was poorly spread or has degraded & let go, the only right way to do it is to peel it back & re glue, but the carpet will almost certainly fall apart as you try to peel it back.. no real good way to do the job. Some will say cut & reglue, but the carpet will fail at the cuts & others will say inject adhesive, but you cant get good spread & that will look bad shorthly too..
If the rug was glued to the deck, pull it up as best you can, then rent a floor sander and sand it down. Treat the wood after this to keep moisture out. -There are many good products for this.
Rub it with a rag with some Goof Off, ti should soften enough to be pulled off.
For outdoor carpeting, you should look for a product that contains some amount of rubber or nylon. You can find rolls of outdoor carpeting on Amazon or at your local home improvement store.
I don't think anyone would like outdoor carpeting. Buyers want something that is easier to keep clean.

The wrinkles are there to provide for liner shrinkage over the years.
There are tons of products on the market that claim to reduce or remove wrinkles. None of them will take the wrinkles completely away but Olay Regenerist does firm them up.
If the rug is dry, roll it into a tube, then lay it flat again and flip it over and roll into a tube again. It may take several times to get the wrinkles out, but eventually the rug will lay flat.
