internet banking from a public internet kiosk is quite safe as the basic security feature is your user name and password which is supposed to be known to you only. Further, in some of the banks (like ICICI) there is a 'Grid' which is a set of numbers on the back of your ATM card. The site will ask you to enter certain numbers from this 'Grid' and unless you enter the correct numbers it won't accept the transactions. Thus i feel it is quite safe.
However, there are instances when people have been cheated by internet banking. Now a days it is difficult to avoid internet banking altogether but perhaps keeping the username and password and 'grid' safe is the only solution. Also don't forget to close the site before leaving the computer in a public kiosk.
