The setting for spooky is a place where the characters are vulnerable to a certain extent and usually in a place they're not very familiar with. Scary is usually something happening suddenly or unexpectedly.

Create your characters, have the story move them someplace that is a little unusual and strange for them. Their conversation will tell what they think is happening or might happen and what they think they can do about it. Things in the background happen (noises or movement) that scare them. But they really get scared when something happens suddenly that they weren't expecting. The rest of the story is what they do about their situation.
