The iron used in production of tins are "low" quality.
Usually when tinboxes are rusting, this mean that they are stored in a moist environment.
Moisture drastically speeds up the oxidationprocess of Iron.

Tinned boxes will not rust from inside and out as such because there is no free oxygen in there.
