There are three parts to the answer.
1. In most states in the U.S. there is no such thing as registration for regular guns (regular shotguns, rifles, or handguns).
2. If you live in one of the few states that requires registration, you generally go to the local police station, but it just depends on the state, but you don't just "become" a registered gun owner. You simply register the gun when you purchase it.
3. If you are talking about class 3 items (silencers, short shotguns, etc), those items are registered federally. You process the paperwork for those when you purchase them also.
