Not hard. Take the radiator cap off and crank it up and let it run until it gets to operating temp. You should be able to see the coolant moving inside the radiator. if it is, it's working.
Check the coolant in the 96 Taurus. Check to insure that the thermostat is working properly, and that the water pump is working.
Check the 1991 Legacy for a stuck thermostat. Check to make sure that the water pump is working properly.
If you have replaced the water pump then flush the radiator with CLR also check to see if the fan is working properly.

If its not closed properly water will leak out when the pump us running.

Check the water pump. If the thermostat is working properly then the next common problem would be a bad water pump.
Check to make sure that the engine coolant is full. The thermostat must be working properly as well as the water pump. The hoses going to the heater core should be warm from the water if the climate control is working on the heat side.
If it's by well, pump not working properly, or at all. Municipal water could be water main break.

Fuel pressure test is the only sure way.
there should be a pressure gauge on a pipe leaveing the pump, or if it dumps into a catch pan then watch the flow,
