Rare candies cannot be bought in any game. You just have to find them in various locations.

I know couple locations of those in pokemon red, blue and yellow:

- At Power Plant in the top right room

- After you have obtained HM04 Strenght from Safari Zone's old warden, you can move the boulder next to you. Boulder blocks acces to the item, which is a rare candy. You get the HM04 from warden when you give him the gold teeth, which you can obtain from Safari Zone.

- At Silph Co. in Saffron City, 10F; in the bottom-left, next to the other two item.

- somewhere at Victory Road

- at Seafoam Islands, B3F, on a rock south-east of the north-west ladder (it's hidden)
