You cannot make or force someone to do something they do not want and just may not be ready for. Don't pressure her and let her be her own person - there is no harm in waiting and not doing "things". If you do want to hold hands or kiss always ask her first and then you will know if she is interested or not.

As a 15 year old boy, i know its impossible to "get someone" to make out with you, you just have to wait for it to happen. Just have some nice long hugs with her, then look itno her eyes, it generally happens then! :D
