First is the country code, which is often written prefixed with a plus symbol. The country code can be one, two, or three digits, never beginning with zero. The USA and Canada use 011, Japan uses 010, Australia uses 0011, Russia uses 8~10, and some countries require you to also dial a code choosing a company to carry the call.

Prepaid calling cards can offer significant savings over dialing direct, especially if you do not have an international calling plan from your phone company. If you use a calling card, follow the instructions on the card to enter your card number and the telephone number you wish to call. Be careful, though, of miscellaneous fees (such as monthly or per-call fees) that can significantly increase the effective per-minute cost of the call. Many prepaid calling cards use toll-free access numbers, but some allow you to use a regular local number for access at even lower rates.

If you are calling on a landline phone, there may be a long pause after you finish dialing the number, because the telephone switch waits to see if any more digits are coming, since international telephone numbers can vary in length, sometimes even within the same country. In some places, pressing the # key will tell the telephone switch that you've finished dialing, speeding your call on its way.
