voltage is measured with a volt meter or multimeter set to proper range &voltage(AC or DC) ac current can be measured with a clamp on ammeter where dc current meter must be attached in series
in a series circuit, the current is same across all components.in parallel circuit, the voltage is same across all components. so ammeter in series& voltmeter in parallel.
