If you live near the court where the probate was filed you can go there and request to see the file. Once a probate is filed with the court it becomes a public record. Some courts have public copiers and you can copy any documents you need. If there is no public copier you can order copies from the clerk. Unfortunately, that's much more expensive with costs generally ranging from $1.00 per page and up.

If you don't live within driving distance you can call the court to inquire about their procedure for ordering copies by mail. To find contact information for a particular court do an online search using the county, state and "probate records".

Find out which county and state the Will was filed in. Contact the County Clerk of Court and request the Will. It helps to know a general time frame in which it may have been filled (easier to pull up the record). Ask for them to send a copy by mail or arrange a time to pick it up. It may cost a certain amount to print (i.e. $0.25/page). If you will be receiving it by mail, most likely you will need to send a empty envelope stamped and addressed (the clerk will clarify all of this i am sure).

Probate records are court records so they are found in a probate court that has jurisdiction over the place where the death occurred or where estate property is located. Depending on the time since the probate action, the records may have been moved to some permanent storage location such as a county or state archive. If you know where the person died or owned property, you can begin looking for the records in the local probate court.
Probate records are found in the court where the person died or in a court where the deceased person owned property. Sometimes, if the person owns property in more than one state, there may be more than one probate action in the courts in each location. After the person dies, the will will be filed with the probate court. It then becomes public record, and you can go pick up a copy.

If the person is still alive, the will is their property, and they are not required to share it with anyone.

You must ask the testator or the person in possession of the Will. They have no obligation to grant your request.

You can visit the court and request a copy. Some courts have public copy machines whereby you can request the file and make a copy at a minimal cost. If you can't visit in person you can call the court and ask how to obtain a copy by mail.

It may have been filed in the county clerk's office. It could be in a safe deposit box or a safe at their home. Their attorney may also have a copy.
