if it is a ball mouse (rolling ball on the bottom of the mouse) then you can turn the wheel around the ball and clean the ball and the rollers inside if it is a laser mouse and its just regular nothing specail your probably better off just buying a new one because they are no more than 10 or 15 dollars

Undo the four screws underneath. Some may be hidden under stickers.

Clean out the fluff inside and remove lumps from the rollers using a pencil.

Some faults are caused by the wire cracking where it enters the mouse.

Unplug the cable from the circuit board and replace with a better one. You can crop the broken wire out and remake the connections to the plug. Snip the wires close to the plug, retaining parts of the wires for color identification, when soldering back together.

Depending on what is wrong with the mouse. It can be more problematic, than purchasing a new one.. especially for the cost of them in todays market place.
