Take it to the dealer!
Lower the steering wheel as low as it goes, this will give you access to two screws under the very top of the black rim around the instruments, if you remove both of the screws then you can pop off the cover which will let you remove 4 more screws around the instruments. after you have all the screws out then the instruments should slide forward and out, might have to tilt it back a bit to get it to fit. after that just look at the back, there are some twist in mounts which hold the lights in.
just replaced the lights on my 2000 Camry and this is exactly what i saw
