My guess is you're asking about motion blur. Try these effects, depending on the speed of subject motion and the effect you desire.
1) use a slow enough shutter speed to induce motion blur. You may need a tripod to steady the camera if it gets to be too slow to hand hold. Subject in motion will blur to some degree.
2) Using an example of a fast moving car: Pre-focus on the spot where you want the subject to be when you take the shot. You will have to consult your camera manual on how to do this if it is an autofocus model. Begin following the moving subject, keeping it in the viewfinder. Just as it approaches the predetermined spot, take the picture, and follow through a bit (don't stop following the subject when you press the shutter release). The car will be relatively sharp while the background will become a blur.
The best way to get a clean picture is to get anything fuzzy that you see in the camera's screen away from the lens .Then wait a couple of seconds and the screen shall be crystal clear!. this worked for me . but it may not work for evryone

sometimes the camera is in the wrong setting, also, when taking a picture, at first the focus is pretty fuzzy however normally if you wait a few seconds with the camera still, it allows it to focus and the picture is pretty perfect :)
