To move forward on a project when there is no agreement, investigate

Nominal Group Technique. This method is used to get input from

committee members who are shy, disgruntled, non-responsive and

so on. First formulate a question such as " Given the need to solve this
problem, what solutions might we consider?"

The Facilitator simply writes all comments on a board, or on newsprint.

Every person is urged to give their response, but no comment. Only
one person is to speak at a time, and then only to give the specific
answer to the question.

The facilitor neither votes nor comments. Go through the group
until there are no more suggestions.

Then let each person briefly defend each offering.

Rank order the items.
