The easiest and quickest way is by using the Background Color Picker on the floating toolbar.

At the very bottom of the toolbar, there are 2 color squares overlapping each other - the top is the foreground, the bottom is the background. Click on the background and use the eyedropper tool to pick the color you want, or enter the value in the boxes.

You can also set the default background color from the Preferences panel (Edit - Preferences).

Select the Text Tool. Along the top of the screen, right below the main menu, is the options bar for the tool you have selected. It should show you the font type, size, etc. The font color will be shown in the small box near the right side of the screen. To change it, just click in the box then drag the color to your choice and click OK. Any new text will now be that color, or if you already had text highlighted it will be changed to that color. You can also change it from the Characterpanel (Window>Character), which contains more text options.
