There was softer rock under harder rock, so when it began to erode by the action on water, it eroded the softer rock underneath faster than the harder rock above. Th result was a a vertical section of rock because whenever the soft rock underneath eroded too far under, the harder rock above collapsed and fell into the river. That is what formed the escarpment and why it will keep moving up the river for a long time.
