It was not "a" compromise, it was the product of many compromises. Some examples: How were the states to be represented in the Congress? Compromise- All states equal in one house ,Senate, and representation based upon population in the other, The House of Representatives. This is called a"bi-cameral legislature"; Perhaps the most obvious and odious compromise was on the issue of counting slaves for the purpose of determining representation in the House. To count or not to count was the Question. Compromise- 3/5ths of the slaves in a state were to be included ina stste's population to apportion representation; Other comromises dealt with such issues as: Powers to be retained by the States; The role of the chief executive in making laws; Can governmental officials be removed from office and for what offences; and many others.
