There was a lottery system used to randomly pick a day of the year, and 18 year old men born on that day could then be chosen for the draft. There were also various exemptions that applied, for example, people in poor health would get a medical exemption. The local draft boards were given a certain number of people to draft, to meet the needs of the military, so it wasn't a matter of drafting every single man born on the selected day, they would just draft enough people to meet the quota.
