Genetic engineering could stop the Down Syndrome gene occurring in a couple's baby. The gene would of course have to be present in one of the couple's genes, even though they may not have Down syndrome themselves.
Down syndrome is not caused by a gene. It is caused by an extra copy of Chromosome No. 23. That is harder to remove than an extra gene, which is possible to take care of with today's technology. If you can figure out how to remove or neutralize that chromosome, you will win a Nobel prize!
