Thus, the ratio of sugar mass to total mass of your dough is 10:200.

10 divided by 200 is 0.05. Multiply 0.05 by 100 percent and you get 5 percent. Your dough is 5% sugar by mass. Similarly, you can calculate that your dough is 95% flour by mass.

You can't, unless you know the weight of the whole item. Percent is a fraction, grams is a unit. but if you know that the whole lot weighs 100 grams and contains 2% of substance Y, then you have 0.02 x 100 = 2 grams of substance Y.
