As a minor you are not allowed to decide for yourself where to live. It's up to the one who have custody and I guess in this case your guardian. You would be considered a runaway and your parents would commit a illegal act if they let you stay with them.
No. They are responsible for your well being, and therefore make all decisions for you. If you would like to get a license as a minor and your parents wont let you you should maybe get emancipated, but then you would have to support yourself in all ways, making it very hard to purchase a car, because it is very hard to get a decent paying job with no high school education
Well I guess you would have to prove to them that you are a responsible person first and that they can trust you in good decision making and taking care of yourself and all the responsibilities that come with independence
