The simple answer is you need to break the covalent bonds present in the water molecule. This will result in not just oxygen but also hydrogen (at a 1:2 respective ratio).

One of the most common methods of intentionally performing this process is through electrolysis--using an electric current to break the covalent bonds. Plants do this by absorbing carbon dioxide during photosynthesis and emitting oxygen.

An electrical power source needs to be connected to two electrodes, Preferably from an inert metal platinum or stainless steel . These are then placed in the water. A little acid in the water helps getting thing moving along better in my experience. Hydrogen bubbles will appear at the cathode (the negatively charged electrode and oxygen bubbles will appear at the anode (the positively charged electrode). Ideally you should end up with twice as much hydrogen as Oxygen however due to other chemical interactions this will not always be the case.

Strictly speaking you are not 'making' oxygen from water, you are separating some of the oxygen from the hydrogen.

Water (H2O) consists of two parts hydrogen and one part oxygen. The electrolysis of water can separate the hydrogen and the oxygen. When electricity travels through water between two electrodes (+ and -), the hydrogen and oxygen split. At one electrode oxygen gas will form. At the other, hydrogen gas will form.

You can do this by taking a 9 volt baterry put wire on both outlets. Attatch a nail to each wire and stick into salt water. Nail that has more bubbles is hydrogen. The other nail is oxygen

you can't simply take two hydrogen atoms and stick them onto an oxygen atom. The actual reaction to make water is a bit more complicated: 2H2 + O2 = 2H2O + Energy. :P
