Drive belt "squeal" is most commonly caused by "slipping." Usually, properly adjusting the belt TENSION will correct the problem. If this does not correct the problem you can try removing the belt altogether, and "reversing" it, and then reinstalling and properly adjusting the tension. If neither of these fixes correct the problem, I would next, replace the belt with a new one, being very careful to properly adjust the tension. If that does't work, it appears [unfortunately] that there is probably a MISALIGNMENT of one or more of the pulleys driven by the belt. If that's the situation, I would recommed taking the vehicle to a good, well qualified MECHANIC.
Spray hairspray on the belt if it is making the noise or replace the belt or the pulley if its making the noise.

if the noise is a high pitched squealing noise, the belt is slipping....if the noise is a whine or growling noise, the pump is low on fluid or the pump is bad
The u-join is probly going out
If the power steering pump is making a whiny noise on a Pontiac Grand Prix, the way to tell if this noise is from the pump or another source is to turn the steering wheel. If it turns hard, the problem might be with the pump. If the belt quiets down after a drop or two of dish soap is placed on the belt, then it was just the belt causing the noise.
A whistling noise indicates a vacuum leak.

A worn belt will cause a squealing noise. The squealing noise is caused when the belt slips. Tightening the belt will temporarily fix the problem.
It could be low on power steering fluid. That is a common problem. It makes a sharp whining noise when you turn the steering wheel.
Bad belt. Worn tensioner. Bad compressor.
Could be the wear indicators on the brake pads Last time pads were replaced?
Its almost sounds like a dolphin noise.
