press the puase button and go to the skill list, and look throu all the skills, u can go on to the next on by preessing side, and chek if its there. it will show how to do it.
To get Dragon Balls you have to play story mode( I'm not sure if vs. mode works) and some times you can break a building, the dragon balls are hidden in there, so you get the dragon balls...
You have to do a story or a tournament. But i recommend the story because its really had to find them in the tournament. You have to destroy buildings and stuff like that.
