I wouldn't label this as emotional infidelity.
You have to confront him and talk to him concerning this - explain how this makes you feel. There is obviously some reason he feels he needs/wants to carry this picture around with him. If he still has underlying feelings for his ex then that is not fair to you at and this needs to be addressed. He is married to you now and that picture as well as any others should have been "retired" when his ex was.
You may even want to consider go to counselling if necessary.
