I don't think so, however if it is bad good luck getting it cashed especially if it is a personal check because banks check to see if the funds are available before cashing it; if not they will usually return the check to you and you either have to take that person to court to get your money or wait. And don't think about running to a different bank around the corner to cash it because banks will tell you to go to the same bank as printed on the check so they can verify fund availability.

What is the reason to never write a check with cash in the pay to order of line?

It is not a good idea to write a check with "Cash" as the payee because if you or the payee lose the check, anyone could pick it up and cash it, and the bank would not be responsible for the lost funds, since making a check payable to "Cash" essentially allows anyone holding the check to cash it.

If check cashed at check cashing service is returned who is responsible?

The payee (person who received the money from the check cashing service) is responsible to the check cashing service for the bad check. They must repay the money and any fees associated with the check return. However, the maker (person who wrote the check originally) is responsible to the payee for providing an alternate form of payment for the amount of the check, and may also be liable for any fees associated with the check's return that the payee had to pay to the check cashing service. So, in short: The person who received the money from the check cashing service repays the service The person who originally issued/wrote the bad check is still responsible for paying the person to whom he gave the bad check.
