No, that's unnecessary. It can be fixed. It's fine, this happeneds to people leaving the toner on too long even if it's 5 minutes that it was on your hair if your hair is porous it's going to deposite into the hair extremely quickly. Toner's usually only need to be left in anywhere from 3-15 mins. Always refer back to the color wheel. What cancels out blue...orange. Go to your local beauty store and ask which toner wil elimenate blue. Try to stay away from permanent colors, they are harsh and do more than just deposite color. Semi or Demi permanent color is that best with either a 10vol developer if your hair is pretty damaged because it doesnt lift or a 20vol if you have hair in pretty good condition.

You did somethig wrong , two things you needed to do,#1 wash your hair and wait 24hrs berfore bleaching, #2 wash your hair after you bleach at least twice to get the all the bleach out.your hair should be pale yellow and then apply the toner. you must leave the toner on more than 30min. to get the maximum effect , I leave it on more than 45min. its the toner that makes your hair white ,not the bleach. follow the directions on the box and you cant go wrong .
you need to bleach it first then get some bright blue hair dye and put in it after you bleached it and dryed it

If the hair has turned purple from a toner, shampooing repeatedly should remove it.
If your hair is slightly orange, a toner with a BLUE base will neutralize that. If your hair is more gold, use a VIOLET based toner. If your hair is both orange/gold, you'll need a BLUE-VIOLET based toner. Mix with a 20 vol. cream developer.
Either bleach it if you want to or put a different color over it thats darker the darker color will not dry your hair out as much as bleaching it will.
