Well, there's a few things to say here: 1. Check if it's the line, it might just be the cable. 2. Check with your television provider, they'll probably be happy to help. 3. Is it going over air, or cable? Make sure they're set up on the right settings in your TV. 4. A set top box will probably NOT give you better reception, but the service might get you some TV.
In the US the answer is probably not. Digital and analog TV broadcasts use the same frequencies and antennas. Digital TV is more fussy about signal quality than the older analog signals. So if you get marginal analog reception, figure on getting a new antenna for digital. The idea that there are special HDTV antennas is just marketing hype. Any antenna that gives you better digtial reception will also give you better digital reception.

Stations 4 and 2 probably have a weak signal in your area. Weak digital signals will not come in at all, unlike analog signals that come in fuzzy. A stronger or better placed antenna might pick up the stations with weaker signals.
Satellite is better. comparable in price, never goes out & has more channels total available & they give you the box free in many case.
