I had come across a fuel additive to our bagasse based boiler which claims to act as catalyst to split hydrogen from inherent moisture and forming methane.. improving efficiency... is it possible?

Answer:
YES , IT IS POSSIBLE IF THE ACTIVATION ENERGY OF MOISTURE CAN BE REDUCED BY A CATALYST.

Activation energy of moisture???? You are talking about converting water to hydrogen and then forming methane in a strongly oxidizing environment (burning bagasse). Both the conversion of water to hydrogen and the conversion of carbon based entities to methane require energy. This would actually end up costing you in efficiency if this were to work....
