No, you must use a Pandora's battery. Only PSP firmware 3.50 or below can have custom firmware flashed over it without using a Pandora's Battery and Magic Memory Stick. With 3.50 and below you can use a Lumines UMD. With 3.03 and below you can use an unpatched GTA: Liberty City UMD. With 2.81 and below you can use HEN.

as far as i can tell its not possible YET. Im tying to find someone with a moded version so i can make a pandora

No you cannot downgrade your psp firmware without a pandora battery. You also need a magic memory stick. You could make one yourself but if it's not done properly you could brick your psp.

Only PSP's with firmware 3.50 or below can be downgraded without a Pandora's Battery.
