Because they didn't know ahead of time he was a "chronically misbehaving child" until he was hired and began the first season. After they realized it, the family mentioned to the director (producer) or both that his father had received a joboffer elsewhere in the country and they were considering moving the family away so the father could get the better job. They were encouraged to do so, and the family chose to do so, despite then not wanting to leave the show "high and dry" so to speak, without an actor to play Chris. Actually, EVERYONE was fed up and wanted him out. BTW, Jeremy did not play drums in "real" life and it was obvious that he did not when the cast were performing that he was not even on the beat/ hitting the correct drum, etc., when they chose the second Chris, they at least chose a kid who had some experience playing the drums, so that even though they did not actually play the instruments when "performing" at least he could look like he knew how to stay on the beat/ pretend to hit the correct drum, etc.
