First, I'm not sure where the notion that Lucifer, a.k.a. Satan, is second only to God in intelligence. Still, for the moment, let's assume that is true.
Intelligence and "wisdom" don't imply that either one is ever actually used. Solomon was granted "the wisdom of God," yet he was stupid enough to research everything God, through Moses and the prophets, told him not to do; the book of Ecclesiastes documents much of the results of this intellectual endeavor.
Satan chose to be dissatisfied with the position for which he was created. He wanted to usurp God, taking over His rule. His pride overrules his intelligence. He believes he can overcome his Creator. In spite of his "intelligence," he's pretty stupid in that regard.
The question implies that Satan has an "assigned game plan," presumably by God. That isn't necessarily the case. We time-bound humans cannot understand how foreknowledge and free will can coexist, but the Bible implies that it can. If nothing else, we are still held responsible for our choices. The Bible indicates that Satan chose his course of action, even though he should know that it will indeed end in defeat.

I am simply suggesting that with my palty 120 IQ that I could devise a better strategy. Were I Lucifer, I would simply quit the game. Forget going after humans, forget working for the downfall of man rise of the anti-christ et. In so doing I would make it impossible for the revelations fortold in the Bible to occur. If nothing else I could shout a cosmic na na you were wrong at God for all eternity.

Lucifer is not second to God in intelligence. In fact he is not as bright as anyone who has ever been born. Remember who the First Born was. He knows all things and the rest of us including Lucifer are working off of limited intelligence. Ours is to choose kindness, love, wisdom, pure knowledge and in the end all things will become clear. Lucifer thinks he can win. He is filled with hatred, anger, craftiness, bitterness, arrogance in the extreme and as he wallows in his misery he weeps and declares I will ascend ! The door is open to choose love, kindness, goodness etc. but he stubbornly refuses and he is free to do as he pleases.
SUPERIOR INTELLIGENCE
Lucifer with his small band of followers was able to escape from the Golden Cage called heaven, the rule of a tyrant god and therefore free to think for himself. I call that Superior intelligence. BTW, what Evil deed did Lucifer do according to the Bible, and how are these deeds compared to the evils of god and his followers?

Satan did choose to not follow God's ruling (fight for power just like many fight for power here on earth) so actually, God was fair. He just didn't cast Satan out (fall Angel or Black Angel) but gave Satan a length of time (time not understood as our time is) to recruit those that wanted to follow him. Thus, the fight between good and evil. We all have free choices to choose good over evil. If you choose evil then you are on the side of Satan (and he plays head games and make gives you promises of wealth, power, but remember, not without a large price to pay and Satan is not to be trusted) and if you choose good God wants nothing more from you than to be a tool to spread His word to others and treat mankind the way they should be treated.
If it appears evil is winning over good I prefer to refer to it as "shaking the old apple tree and letting the rotten apples fall to the ground." I am NOT suggesting that anyone that doesn't believe in my belief system is evil, but only those that are truly evil and harm mankind.
Some say it appears evil is winning out, but remember, "bad news circulates fast" and with all the forms of media we have of course we hear a lot of bad news, but there are many great and good things happening in the human race. Things such as 9/11, the flooding of New Orleans and countries coming together and helping mankind, people doing great things for those less fortunate than themselves, etc. We seldom hear too much about the goodness of people, but it's out there.
It's NOT a game at all ... you are evil or you are good!

Lucifer is mentioned only once in the Bible. How his name is associated with Satan, I don't know.
