Good luck.It would depend on what the situation is and how poorly he or she is being cared for, but the child or the sibling would have to call child protection services and have them check it out. they would beable to tell the child whether it is ok to leave or if the child is over reacting. If they say ok then the child's move would be legal and the parent would beable to do nothing about it. This situation is very common.
