If a friend borrows your car and says they will pay for it if they wreck it and then they do not pay for it are they liable or is it all on the owner? |

They are still responsible for the damage. You will have to decide if you want to sue your friend. If you do, and win you will be awarded a judgment, which you can use to collect for the damage. If the person is a minor, you can sue their parent(s).

Speaking from experience, make sure you get it in writing before just taking their word on it. It happened, and it all fell on me since there was no proof she agreed to it. If your friend has insurance, submit a claim to her insurance before trying to go thru yours. If hers will pay, theres no reason to add points to your insurance score.
