It can be. I'm guessing this girl probably talked to you for a bit then walked by later with a friend or whatever and smiled at you.  I'd say she likes you. There needs to be eye contact or at the least a look in your direction that would indicate a happy mood.

Don't rely on one positive outcome to one conversation. Confirm it. Talk to her again. Find out, from her, if she is interested in the same thing you are interested in, a date, hanging out, whatever.
