It means he should keep his hands to himself! He has no right touching you in this way no matter how he feels about you. That is something reserved when you get to know each other better and usually done in private and not in public.

It's tough to say what is going through this guys mind, but in all honesty, he's starting to turn me off already. Tell him you don't appreciate it, and make him work for your attention and then judge him from there. He could have just made a boo-boo and didn't mean it. Be careful!
